He is an experienced finance professional with an over 25-year track record in international finance, project finance, investment banking, and mergers acquisitions at NatWest UK, Standard Chartered Bank, SBI Capital Markets and the State Bank of India.
Shiban has also worked with the Government of India, Ministry of Finance, the Commonwealth Secretariat in London, the IDRC Canada, Crown Agents UK and the World Bank.

Akanksha is an Associate Consultant at Dua Consulting, where she provides advisory services to clients across diverse sectors. With a background in public policy with research and policy implementation being her forte, Akanksha leverages her expertise to offer valuable insights and guidance to her clients and the team.
Previously, Akanksha worked as an outreach executive at the Council of Energy, Environment, and Water (CEEW), where she focused on developing innovative communication strategies. She also served as a health policy associate at IIC, working closely with the National Health Authority (NHA) on their Ayushman Bharat Digital Mission. During her tenure, she contributed to the creation of case studies and best practices for the NHA’s working toolkit.
With diverse experience in the private sector, think tanks, and government organizations, Akanksha is skilled in identifying and tailoring programmes to the needs of various stakeholders. Her deep interest and understanding of the healthcare domain is enhanced by her ability to decode the complex policies and regulations pertaining to the sector.

Dr Gulshan Rai holds an M. Tech and Doctoral degree and has over 39 years of experience in different areas of Information Technology which include different aspects of e-Governance, cyber security, cyber laws and several related fields covering policies and operations.
He was the first National Cyber Security Coordinator, Government of India in the Office of Prime Minister. Prior to that he was in the Ministry of Electronics & Information Technology. He has held the prestigious post of Director
General, CERT-In (Indian Computer Emergency Response Team) and headed cyber security initiatives and cyber laws in India. He led the team that developed the 2nd technological legislation in the country – the Information Technology Act, 2000, which has subsequently been the reference point for other legislations.
He was a member of Data Protection Committee set up by Government of India to frame the Privacy Law and headed the team that set up the National Watch and Alert System in the country as part of cyber security initiative and Computer Emergency Team. He led the Government team to the United Nations to negotiate norms of behavior in Cyber Space, Internet and WTO. He is on the global board of United States India Business Council and the International Center of Red Cross, besides several premier companies. Dr Rai is also the chairman of a company set by the Govt. of India to create incubation center and manage innovation fund.
Having led a team to draft and bring out national policies in cyber security and cyber laws, Dr Rai also authored papers and articles on the geopolitical aspects of cyber. Additionally, he front ended the designing and implementation of IT solutions in the areas of Finance, Taxes and Law & Order. He was instrumental in setting up the first large scale education and research network in close collaboration with the leading educational and research institutions in the country and it was during his tenure, the project of National Knowledge Network was conceived and designed.
